You can place it in your head html. There are several places in NoF you can do this. i don't have NoF running on this computer as I don't use it any more but somebody will be able to tell you how to do it. If not I'll dig out my old windows machine and come back with instructions.
Personally I add it to the master border. Right click, select Master HTML and add the metatag between Title and Head.
