I cannot open my site in 2013 because it asks for an upgrade. I have purchased upgrade top 2015 but still cannot move my old files. When I check update in 2013 it says I am up to date. I'm stuck a whole site that I cannot use. What's the solution? Thank you

Upgrades and updates are different things but either way Fusion should work without updating or upgrading. I'd suggest first uninstalling and reinstalling 2013 (presuming the site was created in 2013) as something may have broken (especially if you're running windows 10). It might help us help you if you give more detail about your system and precisely what you have tried.
have you applied update #5 to Nof 2013
