For ealier versions (I tried with NOF 11) select "JRE bundled with NetObjects Fusion" in Application options. In NOF 2013 and 2015 this is greyed out amd you habe to manually install an elder JRE...

beware of working with Webfonts in Netobjects Fusion. at least my experiences were very bad.

also you need 32-bit Java für NetObjects, even on a 64-bit machine.

there's nothing like NOF, though the Germans are crazy about Mobirise. I'm not so sure, but maybe you could give it a try. the starter version is for free.
