Sorry to pester anyone on this. I found the answer myself. I had the settings for top master border too small and it forced the scroll bar to become smaller.

Somehow I managed to change something and now a smaller scroll bar that only moves the below banner content appears. How do I go back to the full vertical scroll bar?
