Franko is right: installing the NOF XII upgrade only requires a serial number of a previous version (in your case NOF 7), not the actual NOF 7 program being installed on your hard drive...
Select File > Change User Site Location .... That's all there is to it ;)

I guess you are using the preview option in NOF. If you publish the site (either locally or to the web) the rollover will display correctly.
