Can't publish site (or even preview it)

Evidently another problem with files not being where they are supposed to be.
When I try to locally publish the site I receive an error message that says:

Can't copy file: C:\Program Files\NetObjects\NetObjects System\rollover.js
Access is denied.

At that point I'm dead in the water. So at this point the page previews work fine, but I can't do anything with the entire site... neither preview it nor publish it.

Ideas?

I am also unable to preview my site page YO WhatsApp while changing something in the page.
