Background Mat

I would like to frame Web pages with a contrasting background similar to the
blue background in http://www.partnersvillagestore.com/index.asp or the dark
green in http://www.drkatahdin.com/index.htm. In other words, a background
that functions like a mat in picture framing. The NOF master border would
sit in front of the "mat", which would not bleed through. It would also
allow a variable length page.

So far, I have not been able to create this affect using Page Background
(under Styles) or with Frames. Any suggestions?
