How can I specify my own javascript for validating form fields?

I cannot figure out how to insert the onsubmit variable information into the <form>. When I click on the HTML button to view the html, this line is protected. I just cannot find the correct way to get this code in. Also, does it matter what directory the javascript is in as long as I indicate where to look in the page header?
