You can start with zero margins and place what you want where you want; you're limited only by your imagination and you design skills. Or you can have one or more masterborders wherever you want (well, top, bottom, left or right anyway) if you have repeating elements in those places.
I agree and have posted on this at great length. It's been an issue for most of the wysiwyg type code generators but one or two of them are making inroads (I believe wysiwyg web thingy has a solution altough I haven't checked out the latest version. I'm entitled to an upgrade, though, so probably will soon). You can bet the developers at NetObjects are working hard at a solution but like the release of 2013 you won't hear anything about it until it's released and then you'll be very pleasantly surprised (again, if 2013 is anything to go by). Like you I have a number of sites that use redirects to mobile versions and from a design perspective I find this a better solution for small sites. For larger sites with a mobile-first approach I'm using Bootstrap but the development time is obviously much longer.
As I said, my belief is that it's horses for courses and I use the appropriate tool often with assistance from others (for example, there's no reason you can't generate a site in NoF and then edit the resulting html and css files to make them responsive.
Joe - I know you're a fan of EZGenerator and I did check it out a year or so ago but didn't find any reason to go through a whole new learning curve. I don't know if they've solved the RWD conundrum but they certainly hadn't when I last looked. I'll take another gander although as I now mostly do pro-bono work I find it hard to justify further investment.
