Form Multiline wrap not working

basically, IE8 and IE9 are broken when it comes to wrap text in a multiline form field, it simply won't wrap when wrap is set to Physical, it wraps fine in Firefox

type in the requirement field of the above form and notice that text never wraps and you can't use enter key to get to a new line when using IE8 or IE9

so I wanted to change Wrap to virtual, but this appears broken in NOF12 latest version (5071), when I set to Virtual and do a local publish and view the source, the code is incorrect

It works fine when using Nof9, I set multiline wrap to Virtual on this page using Nof9 and it wraps in all browsers

It's awful, but this is typical of Fusion; more revs are broken than not. 11
seems to have been the last good rev, FWIW.

I have edited the contact html page in notepad after local publish to fix the problem for now

meanwhile, I will need to do that to all sites that were made in earlier versions, because Nof12 will not change from Physical Wrap to Virtual Wrap on any site that was not created in Nof12 latest version
