Hot Spot Tool Problem!

All of a sudden, the Hot Spot Tool stopped working. When I try to access it,
I get a circle with a line through it. I also have NOF 8, and the same thing is happening.
Any idea what is going on? Everything else seems to be working fine.

Have you accidentally protected the masterborder/layout from editing?

What other components have you tried using in your Masterborder? Can you post screengrab(s) so we can see what you're doing.
