Is NOF 10 file 100% compatible with NOF 12?

You should be able read a NOF 10 file in NOF 12, but not the other way
round.

I just just about everyone suggests/recommends to export template in old
NOF version and import from template in new NOF version.

Definitely, absolutely, without exception, open your project in NOF 10, clean it up, (verify assets, re-optimize, etc.) export as a template, then create a "New site from template" in NOF 12.

This has always been the recommended procedure. Anything else risks much heartache.
