Well, turns out the payment did go through -- twice, but I have received no download email with a link so that I can install the upgrade. And the transaction does not appear in my NetObjects account transaction list, which, if it did, would enable me to download it from there. Very frustrating. I sent a contact form to both NetObjects and ClickandBuy but have not heard back from either.
