ok, here is what to do
select the navbar and delete the code found in the CSS code editor and then click save
then go to navbar property palette and untick use rollovers, click ok, then tick use rollovers and click ok
all should work now

I found it works a different way and it seems that the issue is in the template and not NOF 2013
There are 2 Master borders here. The DefaultMasterBorder and the homePage so you will have to do this twice.
While testing I noticed that there was an incorrect css setting.
1. In page view go to the home page and look in the CSS Property Sheet (if you do not see the css property sheet go to view>More Panels> and choose CSS - Property Sheet.
2. Select the Navigation bar. In the property sheet find display and click the + sign. Find display and you will see that it is set to none. Remove it by selecting and delete and then there will not be anything in that cell. The property display was already open on mine with the none visible so you may not have to go through pressing the plus and that stuff if it is visible in yours right off.
3. You will have to do this on one of the other pages too as their are 2 master boarders on this template.
Once I Made this change you can publish in any of the site generation types and it is fine.
I guess this way is similar to Antons, but instead of deleting all of the code found in the CSS code editor I just deleted what I feel is the offending setting.
Like I said before, I feel that this is just a bad template and not the fault of NOF 2013.
I bet with NOF 2013's ability to publish in HTML5, there may not have been any checking with this template for that site generation mode.
It would be interesting if other templates have the same issue.
