Web page not being rendered correctly in local and FTP publish

I have a web page in one of my web pages that does not look like the edited version in NOF 13. While the fonts are the way I want them in the NOF edited page, the fonts come out smaller in different sizes in local and FTP published pages.

How and why does this happen? How can I fix it?

Could it be the font settings in your browser, I know in explorer, go to view/text size, it can be changed. Text size in NO 16px......text size in explorer 9, medium, it will look like what you see in NO......... in my computer anyway.
