Angry Windows 7 Ultimate and NetObjects 2013 Problem

This posts is much like another post regarding Windows 7 and application not launching.

I am a long time Fusion user and just today upgraded to Fusion 2013.

I am having problems installing a upgrade NetObjects 2013 on a new Windows 7 Ultimate 32 bit PC.

I have followed the installation process which seems to complete okay, but when I click to launch the 2013 application, nothing happens. It shows as running in the processes section in task manager, but nothing in applications.

I have tried multiple ways to start the program from the icon, the program listing and directly from the file. My version XII still works fine.

Would not have posted this but the thread I reference above does not end with a solution. Please give me some guidance.

Is the application excluded in your Anti Virus? Tried Run as Administrator? Have you installed all the upgrades? I've found both AU4 and AU3 cause problems on my system and have regressed my production system back to AU2 which seems very stable (for me). Also, what version of IE are you using. I've found issues with IE11 and have uninstalled IE back to IE9 which again, for me, seems stable.

I was given a solution by NO support and it worked. here it is for future users:

    Try this:

    * Highlight install file - (example: NOF_13_Standard_EN.exe)

    * Right click on file - click on Troubleshoot compatibility - Detecting
    Issues - Resolving Issues

    * Click on Troubleshoot program - The program worked in earlier versions...
Click on Next button - Highlight Windows Vista - Click on Next Button

    * Click on Start the program - Click on Shield icon (install program loads
    in taskbar)

    * Complete install program first, then - Click on Next - Save these
    settings - Close the troubleshooter

Then NOF should install and work in Windows 7/8 as expected.
Remember to NOT run the program at the end of the install.

Also if the install is successful, you will need to right-click the
shortcut to the program and "Run As Administrator" the first time you use
    it.
