space above text in layout region

I've just migrated our web site from an old version of NOF to 2013. The site has many text elements positioned inside layout regions. I noticed that in NOF 2013, some space is added above the text in the layout region when the page is displayed in preview. The space is not shown in the design view. How can i get rid of this additional space? For example, the text is all the way up at the top of the layout region in the design view, but in the preview mode, about 15 pixels of space appear above the text.

when you set HTML out to HTML5 and UTF8 char set, it should be very accurate
