objects shifting
when i move an objects, other objects are shifted around upon previewing in
a browser. i know this is a fundamental fix. please help

Even if you are not overlapping objects, things can still move around on
you when you adjust objects on your page.
And, the best way I have found to deal with it is as has been suggested
below. That is, create a layout region and place your objects into it.
This often helps with this. I have been struggling with it for years and
no one has ever come up with a solution!

Add an empty text box (lock height) or blank gif, say 10px x 500px, at the
right hand page margin. It stops things moving around.
