You must have installed some of the latest "Important" Windows updates. From Forbes:
I just re-checked the update history and the file you mentioned is there.

For NOF beginners: read everything here and practice on mock web sites first.

Moved a few machines to windoz 10 and all seem fine with even the oldest software that needs admin access.

None so far going back over a decade seem to have issues.

Rather surprising as some was having problems in win 7 but not now in 10

Bought a new machine with windows 8.1 loaded and immediately upgraded to Windows 10. Installed NOF 12 & NOF 13 and copied my User Sites files from my old Windows 7 machine to the new Windows 10. That was three weeks ago and I have absolutely no problems updating old site or creating new ones.
