Different Background Color from Web Pages

I used to use the approach suggested at http://www.gotfusion.com/tutorials/tut.cfm?itemID=4048 to create a different color background. That does not seems to be working in NOF 2105. Any suggestions? Thanks.

Here is a an example in NOF 2013 that works: http://www.marshallcat.com/html/welcome.html.

Any thoughts as to why this works in prior versions and not in 2015?
