Create a Popup Text window for Mouseover text?

On NOF2015, I'd like to have a text bubble \ window (like a tooltip) popup when the mouse hovers over a word of text. What's the best/simplest way?

It is not natively built into Fusion (hey the software can't be expected to have everything in it)

Once you find the code block you like you would use this method to insert the code into Fusion

Thanks Chuck - I'll also look at Likno. Whatever it is it has to be simple - For me.
