Background colour shows on some pages but not others.

I have developed a very simple site (technically) but with about 14 pages. On all of them, the background LAYOUT colour shows up in design mode, but for about half of the pages, the background colour does not show up in local publish, or when the site is put up on the web. I have checked the Properties on all the pages very carefully and gone through the online Help step by step, but I cannot work out what I am doing wrong. It is probably something very simple. Any ideas anyone ?

I am running Netobjects Fusion 2015 with Windows 7 with all latest updates.
