why is the nav bar listed last in view source?

if you look in the index file -- the navbar text is on the bottom of the file
ie under the body content ...

Not sure what site you're talking about. However, the nav bar uses javascript and it's quite common to put javascript at the end of the page so that the page loads before the javascript are processed. Otherwise the page load would have to wait until the js had processed.
