I'd suggest you to go through LinkedIn, Freelancer and Upwork.

It would be even better if you become an Android developer yourself

Because it costs a lot to build an app that you can hardly afford

Because when I had to make an app like that GBWhatsApp Apk, I backtracked on its cost

And what kind of application are you interested in?

I can recommend you one good company.
My friend has his own car parts store. And a few months ago, he literally lit up with the idea of creating an application with products from the store. Since he is not particularly versed in technology, he asked me to help.
After a few days of searching, I found good specialists for him — https://www.cubycode.com. They were recommended to me by another friend. According to him, the guys do their work well, quickly, and efficiently. And he wasn't lying. Therefore, it is better not to risk turning to freelancers.

For ios apps development, you can always try to go through LinkedIn, Freelancer, and Upwork. I've heard they have a team full of professionals who I think will be ready to help you with any problem. However, My friend used https://www.teaminternational.com/ when he made his business app. He said they were friendly and hard-working people. The app is a success now, and my friend's business is going better than ever. I recommend you use one of these apps instead of approaching freelancers. You can never really trust their work.

It depends on what exactly you are interested in. When I made the app for my food company, I struggled a lot. No matter what I did, it just kept on having bugs. So I addressed Flipabit. They are an app maker download. I talked to their support team. They told e they could book a meeting for me. I spoke to them, and the app worked excellently in less than a week. And since then, they have been responsible for every update or new information. You could try reaching out to them. I'm sure they will love to help you. I wish you good luck with that.

That's a good question, actually. I think through the rating of telegram channels https://telemetr.io/, you will be able to find groups where developers communicate and find a talented specialist for this task. This is one of the simplest options that I would most likely prefer for myself. So keep in mind. .

The issue you had happen to me. Don't use freelancers from upwork there will keep on charging you every month for a new issue then before you know it your out $3000 like me. Things are getting harder with SEO ranking.
