Can someone answer a basic question about Gin Rummy?

Kids and I are learning. Directions say you have 10 cards and must draw one and discard one every time. But then it says once you have the sets/runs etc the extra cards get subtracted from your points. But why would glyph have extra cards? I don't get it.

You'll see it's nothing tricky, and after a couple of rounds, you'll find the game pretty straightforward. I wonder who told you about Rummy? I noticed that not many people know this Indian game and that folks usually stick to games like Poker. Please get me right. I bolster your choice. I'm just curious how did you find it?
