URGENT problem with masterboder not letting me add new one

I do not know what happened to my nof but I went into one of my clients work
to create a new masterborder for a lytebox page and there is no way to
create (add) a new masterborder. I even created a new blank site just to
test and it is not there either.
Anyone seen this before and have a fix? I have the latest updates (i think
#4). Does this mean I need to reload nof 10 and all the updates? If so
will this mess up my sites? Do I have to open all my sites from saved
templates or after a reinstall can I just go open the nod files as normal?

Select an existing Master Border in Page Design View, press F3 and click on
the Add/Edit button.

I did that...I've been using nof since v2 and all it shows under page
properties is the 4 yellow icons across the top, pagename cell, page title
cell, custom names button, text that says page type: normal, MasterBorder:
here is the drop down listing the masterborder names. Below all that is a
greyed out checkbox for Exclude from navigation...that is it.
One other thing that seems to be missing or I have totally forgotten how to
do this. If you have a site setup for dynamic layouts but you want to make
just one page use a different layout like fixed, where can you make that
selection? I looked all over and there is nothing.
I just wonder if this is a buggy install. I have been using it for a long
time but this was the first time in a while that I need to do these two
things.

I need to take a long rest and have a drink....embarassed to say it is all
there if you are in design view....I go back and forth between too many apps
like DW and NOF and get myself totally screwed up. I was in site view and
beating the @#$% out of the program. The layout changes is where it should
be in layout property view while in design view. Besides my brain, all is
well...thanks for pointing me in the right direction.
