NOF9 layouts

Having been using NOF 7.5 for a long time, I'd really like to see two
things in NOF 9...

1. CSS positioning, rather than nested tables.
2. Layouts with a non-zero Master Border that flow to full browser width.

I'm guessing that neither of these things feature in NOF9?
