    If you're talking about a local publish on your computer, it's a security
    setting in IE in XP SP2 preventing you from seeing "Active content" stored
    on your computer.

    Go to your Internet Options and the Advanced tab. Scroll down to the
    Security section. It's the first two options. Check both of them.
