Default flyout submenu to external page

Is it possible to have the submenu fly out to an external page..or a PDF
    file?

Yes but you will have to use the custom option and built the menu with that
instead of the automatic feature (see attached gif).

When you choose custom you have no restrictions on the operation of the nav
    bar component

Place the menu item for the "child" pdf after the "parent" form menu option.

Once you have a menu item added you can drag and drop it anywhere you wish

    See attached screen shot
