He obviously removed the link from his german site.
Have a look what I found:
    http://webcache.googleusercontent.co...ient=firefox-a
Looks like he moved the tooltips to the LGPL. Maybe, you can have a look there.

Hi. I have the latest tool tip. Reply back and we'll figure out how I can get it to you.

I am sooo upset that Walter's site is down. I was so dependent on his excellent documentation. It made his program so easy to understand. Even for a fool like me. Please let me know if you come across any explanation or documentation of his libraries.

    Hi,
I think you can download the wz_tooltip.js 5.3.1 from http://sourceforge.net/projects/wztip/

If you test the WZ Tooltips in IE9 or Firefox 4 you'll see that they don't work properly if WIDTH is set to zero (i.e. automatic width). The word wrapping is broken, probably because the new fonts used by IE9 and Firefox 4 are slightly wider. But worry not, I have worked out a fix. If you replace tt_w += iAdd; in the wz_tooltip javascript file with tt_w += iAdd + 2; it will increase the width of the tooltip box by 2 pixels, which should solve the problem in most cases, although centered text will look slightly shifted to the left in IE8 and Firefox 3. If you don't use bold text you may be okay just increasing the width by one pixel. If anyone has a better solution please post it. Cheers.

Default Walter Zorn's site is up again - but it has moved.

Walter Zorn's graphics libraries can now be found at
    www.walterzorn.de
    (in German), and at
    www.walterzorn.de/en
    (in English).
The JavaScript source texts and user manuals that can be obtained there seem to be fully up to date.
The versions that can be found in the Wayback archive and in Walter Zorn's Italian site are slightly obsolete.
I used wz_jsgraphics and wz_dragdrop to power a graphical user interface. The script consists of thousands of lines of code. (The URL is www.bjarne.altervista.org in case somebody is interested.)
Remarkably, nothing had to be changed in Walter Zorn's code. His libraries are certainly of high quality.
